A new system of highways would SAVE LIVES (about 41,000 a year), allow for goods and services to get to market faster, and allow for electric cars as the view of the car as a status symbol diminished. You would just get in the next car some day because you rent time. Current technologies for self driving cars require them to interact with people driven cars, but a infrastructure where only computer driven cars were allowed would allow the cars to communicate with "ground traffic control" and each other.

This would help the automotive industry, where people would want to buy new cars and technology as a series of towers and communication systems would need to be built. And do something the government is actually good at and that's build infrastructure.

In the beginning the cars could switch to driver mode to take you the last mile. Finally once the system is built completely out, you could go ahead and have that second drink ;-)
